"to visit Chinese Hongs to see the bales packed. This inspect-
"-ion of cargo is for the purpose of ensuring that no prohibited
"articles are shipped. Such prohibited articles are certain
"vegetables, old clothing, and rage, etc. I am informed that
*this inspection is carried out with the concurrence and ap-
*-proval of the Masters and Owners of the vessels concerned,
"with a view to the saving of time and prevention of the
